The Healthcare Training Fund is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. Position Overview:
The Human Resources Business Operations & Labor Relations Partner is responsible for executing the daily operational activities in the HR Department for the complete employee life cycle with specific attention towards onboarding and offboarding, performance management, employee relations, retention records, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. The Human Resources Business Operations & Labor Relations Partner will be responsible for employee and labor relations, documenting, creating, and maintaining SOP’s and building best HR practices. The successful candidate will have the following attributes: excellent accuracy and attention to detail skills, exceptional interpersonal skills, strong communication skills, detail-oriented, strong problem-solving and collaboration skills, able to work independently, and tech savvy.
Essential Job Functions:
Under the leadership of the HR Director, the incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:
- Performs all daily activities required to maintain the HR operational needs for the business, identifying gaps and making recommendations for process improvement to the HR Director. These operational programs include talent acquisition, compensation, benefits, leave management; performance management, employee relations, employee engagement, and training and development with specific focus on onboarding and offboarding, performance management, employee relations, records retention, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. Accurate data management is essential to success.
- Employee Relations: supports and responds to non-union employees on a daily basis with questions, concerns, to ensure consistent and fair application of TF policies, conducts investigations, and upholds the mission and values of TF while doing so.
- Labor Relations: on a daily basis, leads and supports grievance processes, conducts investigations, and resolves disputes in collaboration with the union and management; may participate in or support bargaining strategy development, preparing data, drafting proposals, or acting as a spokesperson during negotiations; and interprets, applies and administers collective bargaining agreements, including advising leaders on contract provisions.
- Provides HR support to managers on a daily basis.
- Maintains up to date job descriptions, HR forms, etc. in required sites.
- Talent Acquisition: Posts open positions. Works with the external/internal recruiter or may recruit for positions to include initial screening of resumes and conducting initial screening interviews. Drafts offer letters for review. Conducts pre-employment background check and reference checks in accordance with Training Fund standards and policies. Responds to applicants, candidates and hiring managers as appropriate, escalating when necessary to the HR Director for handling.
- Maintains accurate tracking and reporting for all HR operational activities.
- Responsible for tracking and documenting compliance with mandatory and non-mandatory training and employment posters and reporting. May coordinate and conduct on-site trainings, continuing education, and work assessments.
- Serves as main point of contact to answer questions from applicants and employees related to standard policies, benefits, hiring processes, etc.; refers more complex questions to the HR Director.
- Accountable for quality assurance of all HR data, employee files, records, documentation and responsible for performing in the moment quality checks and quarterly audits of HR files and records to ensure that all required documents are collected and filed appropriately.
- Responsible for HRIS implementation data entry and quality assurance.
- Schedules and conducts new hire orientation. Collaborates with hiring managers and support functions to ensure onboarding plans are developed prior to a new hire starting. Follows up to ensure onboarding plans are being adhered to. Includes inputting data for new hires into HRIS.
- Ensures a smooth, complete and efficient offboarding process is followed.
- Works effectively with third party vendors. Provides feedback and direction appropriate to the decision-making authority granted to this position. Ensures all benefit vendor systems are up to date and accurate with employee information.
- Maintains the integrity and confidentiality of human resource files, records, and conversations.
- Works cross-functionally with Accounting, Finance, and IT to improve services for employees and makes recommendations for improvements.

Required Skills/Abilities:
- Three to Five years of Human Resources Operations experience.
- Three to Five years of Labor Relations experience to include but is not limited to: Experience interpreting, applying, and administering collective bargaining agreements, including advising leaders on contract provisions; experience working collaboratively with union representatives, facilitating meetings, and maintaining positive labor‑management relationships; participating in or supporting bargaining strategy development, preparing data, drafting proposals, or acting as a spokesperson during negotiations.
- Three years’ experience in Benefits Administration and Leave Management.
- Three years of assisting all levels of employees, interpreting and supporting company policy and providing sound, actionable advice.
- Three years of supporting Directors and Managers in complex employee relations, labor relations/workplace investigation experience.
- Three years of acquiring and onboarding talent at all levels of employees within organizations and offboarding employees with respect.
- Three years of experience with a strong working knowledge of federal and state labor laws, regulations, and compliance standards, including experience applying them in workplace scenarios.

The Regional Education Navigator is responsible for the coordination and implementation of a variety of Healthcare Training Fund and Health Care Apprenticeship Consortium (HCAC), Apprenticeship and additional healthcare education/workforce development programs and services to members in the Greater Seattle Region along with other regions as assigned and/or with specifically assigned groups. Work is performed under the general supervision of the Navigation Services Lead to provide education navigation services to eligible healthcare workers, adhere to Healthcare Training Fund benefit administration processes, and facilitate outreach and projects in relation to the assigned region. The Regional Education Navigator with collaboration of the internal team works to build lasting partnerships with our members, the union, employers and community partners. Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.

- Develops, and works independently to maintain positive relationships with area union leaders, employers, local community colleges, colleges and universities, and other program partners.
- Build partnership in the community to be able to provide external referrals and coordinated services for member support and retention; this includes resources connected with childcare, housing resources, transportation etc.
- Coordinates with Healthcare Training Fund staff assigned to deliver programs targeted for members in the region and/or with specifically assigned groups.
- Performs other tasks and responsibilities as assigned by supervisor.

ACET Instructor (Per Diem)

Job Title: Per Diem Instructor for Advanced Certification for Environmental Service Technicians (ACET)

The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) serving a range of regional employers, unions, union members, and student candidates.
Position Overview:
This is a per-diem (as needed), non-exempt position, not to exceed 120 hours per month; 900 hours per year. The Per Diem ACET Instructor provides in-person instructional support for the Advanced Certification for EVS Technicians (ACET) program offered by the Training Fund. This position is specifically designed to deliver the three-day ACET training for Environmental Services (EVS) staff and to prepare participants for successful completion of the ACET certificate.
Under the guidance of the Senior Manager of Instruction, Implementation Specialist and lead ACET instructors, the Per Diem ACET Instructor delivers in-person lecture and facilitated learning, supports hands-on skill development as outlined in the ACET curriculum, and reinforces content aligned with infection prevention, workplace safety, tools and equipment, and professional practice in healthcare environments.
This role supports training during scheduled cohorts and is ideal for experienced EVS professionals who want to contribute to healthcare workforce development in a flexible, short-term instructional role focused on ACET certification delivery.
Essential Job Functions:
Based on the assigned title, which is determined by experience, education, and certifications, the incumbent must have the skills, abilities, and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:
- Deliver in-person instruction for the Advanced Certification for EVS Technicians (ACET) three-day training program, guiding EVS staff through structured, instructor-led learning sessions.
- Facilitate ACET curriculum using Roubxe as the primary instructional platform, supporting participants in completing module content, knowledge checks, and required assessments.

Required Skills/Abilities:

Office Location: Renton, WA
Worksite Designation: Hybrid
Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA or live in the State of WA with a reasonable commute to Pasco, WA and/or Spokane, WA. Approximately 75% of the work is in person in various partner locations, 15% is telework from home, and 10% at office locations. Must come into the office on an as-needed basis.
Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
Position Overview:
The SEIU Healthcare 1199NW Multi-Employer Training and Education Fund is looking for per diem tutors to support healthcare system employees pursuing degrees and certifications in high demand healthcare fields. We regularly need tutors in the following areas for Healthcare Education Pathway Support:
- English Language Learning (ELL)
- Academic English, Reading/Writing, Listening/Speaking, Healthcare Vocabulary Basic Skills (Academic, Career, Digital Literacy, etc.)
- Natural Sciences (Biology, Microbiology, Anatomy & Physiology (A&P), Chemistry, Organic Chemistry, Physics)
- Specific Healthcare Pathway Elements (e.g. Nursing, Medical Assisting, Environmental Services)
- Mathematics (Statistics, Calculus, etc.)
- Test Preparation (TEAS, HESI, TOEFL, IELTS, Compass, and other standardized tests)
- Social Sciences (Psychology, Sociology, Economics, etc.)
- Other subjects as assigned
Core Responsibilities
- Effectively teach assigned subject matter one-on-one or to a small group of adult learners
- Utilize Smrt English curriculum and content in all ELL tutoring sessions as appropriate for learner needs
- Work closely with the Educational Programs and Educational Support Services teams to address learners’ instructional needs
- Monitor the progress of learners and report out as required

Essential Job Functions:

Required Skills/Abilities:
- Must have a minimum of 2 years teaching experience (high school and college students) and/or tutoring adults in the aforementioned academic subjects/disciplines.
- Minimum 2 years’ experience working with academically, culturally, and economically diverse learner populations including English Language Learners.
- Adaptable tutoring approach to align with healthcare pathway curriculum and goals. A
- Working knowledge of adult education theory and best practices.
- Excellent interpersonal, negotiation and conflict resolution skills. Ability to work collaboratively with instructors, member success manager and team and directly with groups of learners.
- Flexibility to provide targeted academic support within specific healthcare contexts.

This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites.
Compensation:
- Pay Range: $25.20 – $34.28
